I’m looking for a good blogging tool that I need to make a weblog

I need to know what is the best blogging tool for that either for free or for money?

I need the one which can offer that any member can post articles, upload photos and share them with others in a main part of their account) and upload music so anyone can hear it when open his/her blog such as my space in MSN space
even if possible upload videos..

so please give me your suggestions..
